The establishment of Lilgap Tl-45t Voyge was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Mp̪voī Bé̄̄̌s 'Skye Alyssa' Réchvé̄r Jō̄ Caw̋chīs struck deals with nearby nations and communities to establish Lilgap Tl-45t Voyge as a prison colony.

Lilgap Tl-45t Voyge was built using the conventions of KLEO durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Lilgap Tl-45t Voyge is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Lilgap Tl-45t Voyge's chapel was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. The resulting flood was isolated to the area around Lilgap Tl-45t Voyge, which was swallowed by the waters for several days. Lilgap Tl-45t Voyge lost 101 people, 396 livestock, and 28 buildings in the disaster. The disaster is remembered as the Horror Drownings.
